Pennsylvania is continuing to struggle with meeting its water pollution reduction goals set by EPA's Chesapeake Bay cleanup plan, especially its effort to reduce agricultural runoff, according to the latest report card from the nonprofit Chesapeake Bay Foundation (CBF). The 2016 State of the Bay report follows a mid-2016 EPA assessment of the state's progress in meeting milestones for the bay's total maximum daily load (TMDL), where the agency continued the strictest possible oversight of Pennsylvania's efforts to reduce pollution from agricultural and urban stormwater sources.
