The Latest: Peter Altmaier and Bruno Le Maire, the German and French Finance Ministers, have officially launched GAIA-X, a federated data infrastructure system focusing on cloud services. Implications: This is a first stage in looking to develop a full European data ecosystem, fitting with the ambition of the European Commission to create a single market for data. 22 companies from Germany and France, including Deutsche Telekom, SAP, Siemens, Bosch, BMW, Beckhoff Automation, Plusserver, De-Cix, Orange, Atos, Amadeus, Docaposte, EDF, Dassault Systems, OVH and Safran, will take part in the project, with the main use cases focusing on some key sectors, including energy, healthcare, agriculture, mobility, finance, smart living, public sector and Industry 4.0. The project is aimed at creating a European alternative to the main players in the cloud market, which are either American (AWS, Google, Microsoft) or Chinese (Alibaba), especially in what could be considered sensitive and critical sectors. The need for digital sovereignty is one that is shared at the European, French and German levels, as well as the ambition not to only develop global rules and standards, but to enable the development of European companies on the global stage. The US CLOUD Act, where US companies must provide data on a customer no matter where that data is stored, has raised concerns in Europe, and was explicitly mentioned during the launch. However, it still remains to be seen whether Europe and its main member states have the means to realise their aims with regards to building an ecosystem, as this is the not first time there has been the ambition to create an alternative to a foreign tech giant, and the failure of Quaero, an alternative search engine, shows the difficulty of such an approach.
