It is great honor to have Prof. Peter Lloyd in our memorial symposium. We have learned a lot from Peter's books and articles for decades. In particular, we admire his great ability to redefine over-used, contaminated concepts such as "economic integration," "fully integrated world economy," "global economy," and others. He did it with simple but robust theoretical framework, and thus such re-definition is always very useful for us to reorganize complicated discussions. Because the paper has a very wide scope, I would like to point out a few big points to set the stage for further discussions. My comments are going to four major points as follows. First, 'the persistence of the nation state' is one of the central topics discussed in the paper. Some writers such as Reich, Ohmae, and Strange claim that national borders have become increasingly meaningless and the powers of the state have largely eroded. However, Prof. Lloyd argues that these authors are non-specific which powers of the national state have been lost or eroded. After discussing the complicated relationship between the state and international organizations, he concludes that international policy discipline enforced by international organizations such as the World Trade Organization (WTO) is after all "the result of the member countries' voluntary decisions to accede to the organization on negotiated terms and subsequently to accept the outcome of the periodic multilateral negotiations." He thus claims that "it is more accurate to regard this outcome not as a loss of sovereignty but as a transfer of certain powers to a multilateral organization."
