For many years, Turkey talked about, but failed to bring about, reforms to its leaf tobacco industry. But if the European Commission's proposal to do away with tobacco subsidies within the EU by 2005 is accepted, the reforms the country finally ushered in during 2002 will look to have been timed to perfection.
