Election Impact on the Budget and Appropriations for FY06

Buoyed by the results of the 2004 general elections that gave Republicans greater control of the House of Representatives and the Senate and maintained their control of the White House, conservative Republicans are demanding major changes in discretionary and mandatory spending programs, as well as significant changes in the makeup of appropriations committees. These changes will have a long-term impact on nondefense research and development (R&D) programs. After the election, Congress enacted omnibus legislation that finalized the FY05 appropriations for most agencies, including the National Science Foundation (NSF) and the USDA, and included the president's proposal to freeze most of the discretionary spending programs at the FY04 levels. While overall FY05 R&D appropriations increased by approximately 4.8%, 80% of this increase will go to defense R&D programs. Overall, nondefense R&D will rise by approximately 2% in FY05, except for the NSF, which had its first ever cut in R&D funding.
