"An alternative hypothesis is also possible and not related to hurricane-borne transmission. Because disease survey teams did not initiate intensive regional monitoring for SBR (soybean rust) until after November 10, it is also likely that the actualinitial case of infection occurred at a site other than in Baton Rouge, and was not detected until after announcement of the index case and the undertaking of comprehensive, wide-scale SBR surveying throughout the Southeast. Further outbreaks of SBR in Florida were also reportedly detected in research plots. The research farms in question contained plots planted after the primary soybean harvest and were still heavily foliated around the time of the index case, providing a residual medium for spore deposition. The detection of SBR on a research farm raises the possibility that the cause could be associated with lapses in biosecurity practices...."
