HOUSTON-Twenty of Texas' largest chemical and industrial facilities failed to report to state regulators 80 percent of their actual emissions of regulated pollutants,including carbon monoxide,sulfur dioxide,and volatile organic compounds(VOCs),during 2003,the nonprofit organization Environmental Integrity Project disclosed Dec. 8.In its study Off the Books:Air Pollution Missing from Texas Annual Emission Inventory,the Environmental Integrity Project said the facilities did not make the required annual emission disclosures to the Texas Commission on Environmental Quality. The project said the industrial plants failed to report nearly 19,200 tons of regulated pollutants as a result of upsets,maintenance,and startup and shutdown activities.
