The Department of Transportation plans to propose rules for implementing a global hazard communication system in spring 2006,with a final rule expected by the end of next year,a department official said Sept.27.Specifically,Shane Kelley,an international transportation specialist with DOT,said the department expects to propose a rule for implementing the Globally Harmonized System of Classification and Labeling of Chemicals (GHS) next spring.
