The Environmental Protection Agency expects to issue a final rule in early 2006 clarifying that the use of pesticides on or over water does not require a permit under the Clean Water Act,the head of the agency's water office told a House subcommittee Sept.29."EPA believes there is a need to clarify the relationship between [the Federal Insecticide,Fungicide,and Rodenticide Act] and [the Clean Water Act]," Benjamin Grumbles,assistant administrator for water at EPA,said.
