IF farmers with flood-ravaged fields don't want to rebuild and replant, they can take advantage of 390 million dollar the USDA has freed up for the Emergency Watershed Protection program. Tom Book, Illinois NRCS EWP coordinator, says the program offers farmers a way out of floodplain ground that's causing more trouble than it's worth. "We're basically paying the farmer to take the ground out of production," Book explains.
