AN old windmill still stands on my family's hilltop farm in Bureau County, a relic from the days when my grandparents counted on the wind to pump water for their home and livestock. Windmills revolutionized the rural landscape in the 1920s and '30s,until the Rural Electrification Adminstration began subsidizing rural electric co-ops, driving the wind industry out of business. But rural Illinois is ready to look into its past to find its energy future. However, the high-tech turbines — which look like huge airplane props — are a far cry from the little windmills used on farms generations ago.
