Adapting TQM to change Indian bureaucracy: A view from inside

Purpose:To present the study carried out in six units of government of India and actions that followed using quality procedures to facilitate the transition towards TQM.Summary:Studies among the western and eastern bureaucracy has shown that implementation of TQM has a positive effect, making them more service oriented due by using teams, promoting pride in workmanship and driving out fear to allow for more participative management. The cultural implications such as avoidance of uncertainties can hinder implementation and may require radical attitude changes. The research exams these fundamental changes so that TQM can be successfully implemented specifically in Indian bureaucracy. The first part of the study highlights the characteristics of Indian bureaucracy; the second part presents the case studies in six organizations and the third part presents the actions based on the study.
