The state Auditor General's office has released a scathing audit of the Florida Department of Citrus. The biennial state audit released in late August found 11 "findings" alleging problems with how the Citrus Department makes and monitors contracts and controls contract costs. Several of the findings dealt with no-bid contracts, the same issue that led to the November 2000 resignation of the department's former executive director, Dan Santangelo. That similarity holds particularly for the audit report's first finding, that the Citrus Department should have followed the state's competitive bidding law when it was seeking companies for its citrus peeling machine. The department developed the machine in the 1990s. It offers the potential to mass-produce and sell fresh oranges and grapefruit in convenient ready-to-eat containers. Many citrus industry people feel fresh oranges and grapefruit have lost market share to other fruits that appeal more to time-restrained consumers.
