The most striking aspect of the Australian heroin market between 1993 and 2001 was the extraordinary heroin flood in the 1990s that preceded the Australian heroin shortage. Growth in heroin use in Australia in the 1990s was exponential, and the market was doubling every few years. The only comparable event in the history of the Australian heroin market was the heroin flood of 1975-1977 which began Australia's heroin epidemic, but that lasted for only 2 years: this flood lasted four times as long. It is curious then that we are debating the 2001 Australian heroin shortage without considering the 1990s heroin flood, but the agenda was set by the National Drug Law Enforcement Fund who funded studies of the 2001 heroin shortage, yet never recognised the 1990s flood.
