In Canada, it is estimated that there are more than 125,000 injection drug users (IDUs) many of whose lives are marked by poverty, homelessness and mental illness (Fischer et.al., 2006; Kerr et al, 2003). The City of Montreal in the province of Quebec, Canada, has an estimated 1DU population of between 4300 and 12,500 individuals (Archibald et al., 2001). IDUs in Montreal are at elevated risk of HIV and HCV (Wall et al., 2001). In Montreal for example, the prevalence rate of HIV related to IDUs has been documented to be as high as 18 percent and 68 percent for HCV (Roy et al., 2012).
