摘要

It seems self-evident that any document called an International Standard must possess, as a fundamental attribute, global relevance. Equally, it must be free of regional or sectorial bias. The challenge is to have an unambiguous and consistent definition of global relevance. The ISO Technical Management Board has decided that, prior to the start of any project, all interested parties should commit to achieving a single solution, or, as a minimum condition, a single set of performance criteria, with the option to define different deemed-to-comply solutions. If the parties will commit to this goal then the project can be progressed. If. not, the proposal will be rejected. This will enshrine a principle I am sure we all agree with that, to be a valid International Standard, a document should be acceptable globally, with variations only for localised conditions such as climate and social environment.
