The reform of the company charge register is something of a hardy decennial of English law reform. For almost 50 years now, since the publication of the Jenkins Report in 1962, a new set of reform proposals has been published at more or less regular intervals of 10 years or so. Some of the proposals have been minor in nature, suggesting no more than a tinkering around the edges of the company charge register. Others have charted a more radical path, suggesting the adoption of a unified system of credit and security law along the lines of art.9 of the Uniform Commercial Code or its progeny from Canada or New Zealand. Failure is the unifying feature of all of these attempts at law reform.
