Due to the operation mechanism of R&D input-output system that is imprecise, itis hard to predict the structure optimization of R&D funding investment. This paper confirmscontribution degree of scientific and technological output from R&D funding by grey relationalanalysis, and establishes objective function. At last, we predict and optimize the R&D fundinginvestment of Jiangsu Province in the eleventh five-year plan, and the best allocation program isgiven, which verifies the feasibility and effectiveness of the method.
