摘要

The World Development Report 2008, focusing on "Agriculture for Development", has brought rural development back on the agenda. Three out of four poor people in developing countries live in rural areas (WORLD BANK, 2007: 26), where agriculture is simultaneously the primary economic activity, a means of livelihood and a provider of environmental services. In the latter function, rural people find themselves in the position of being both users as well as stewards of natural resources. The dependence ofhumankind on the capacities of ecological systems is most evident in areas of competition over access to pastures, water and fields and calls for coordinated efforts of managing the environment towards sustainable development. This special issue focuses on the interdependence between different users of natural resources, resulting in conflict or cooperation, in Ethiopia. Finding governance structures that are able to accommodate various social interests is the goal toward which we aim to contribute.
