Around 30 conference delegates from over 10 different countries attended this workshop, a perennial feature of the International Conferences on Competition and Ownership in Land Passenger Transport. Evidence was elicited from 12 papers. Full details are listed at the end of this section. The evidence is summarized in Section 2. This stimulated a considerable amount of discussion described in Section 3. The discussion focused on issues surrounding scheme choice, implementation, human factors, the upping of subsidy prices, market concentration, contract length and the need to reduce risk. In Section 4, some conclusions are drawn, whilst in Section 5 some recommendations for further work are made with respect to four themes: prices on re-bids; labour and human issues; designing the network; and analysis of alternatives to competitive tendering.
