Large deposits of thick high-quality Appalachian reserves are dwindling. That fact becomes more evident every year, especially when those reserves are evaluated based on traditional mining methods. When those same reserves are evaluated with a highwall mining plan in mind, the economics become more favorable. Anyone who has had the good fortune to spend time flying above the southern Appalachian coalfields has seen the opportunity: countless miles of what coal operators refer to as "pre-law" wall. Remnants from shallow auger and contour mining operations, these highwalls were left by coal operators prior to the Surface Mining Control and Reclamation Act of 1977 (SMCRA). Prelaw wall resembles new reserves for the modern highwall miner.
