There is “considerable” evidence that the EU parallel trade system for agrochemicals is being misused to move illegal products around the EU and to bring them to market, concludes a study commissioned by the European Commission’s Health and Food Safety Directorate General. The lack of a uniform approach among EU member states towards illegal agrochemicals is among the problems. Stakeholders consider that it is time for a complete rethink of the current EU framework for parallel trade, the authors note. Evidence of an increase in trade in illegal and counterfeit agrochemicals in recent years prompted the study, which was carried out by the Food Chain Evaluation Consortium comprising Agra CEAS Consulting, Civic Consulting, Van Dijk Management Consultants and Arcadia International. Surveys of regulators and industry were conducted between June and September 2014.
