London-listed Tullow Oil said Tuesday it has signed a memorandum of understanding (MOU) with the Ugandan government resolving the tax problems that have delayed development of Tullow's flagship Lake Albert licenses (IOD Mar.10,p3). The deal will allow Tullow to go ahead with its planned farm-in of French major Total and China National Offshore Oil Corp. (CNOOC) as equal 33.3% partners across the three Lake Albert blocks, and addresses extensions on licenses 1 and 3A in recognition of time lost because of the dispute. The MOU is conditional on Tullow inking sale and purchase agreements (SPAs) with CNOOC and Total within 10 working days of signature of the MOU - something Tul-low says it expects to happen.
