The second day of climate discussions in Durban on Tuesday was dominated by news that Canada may withdraw from the Kyoto Protocol in December, and will not accept further emission cuts (IOD Nov.29'11). Canada has already fallen well short of its Kyoto targets, mainly because of oil sands development. By 2009, it was supposed to have cut its emissions by 6% from 1990 lev- els — but the International Energy Agency says emissions actually increased over the period by 20.4%.
