Precision agriculture is a major development area of cotton production. Information and Communication Technology (ICT) has immense potential to standardize and regulate agricultural process and address the needs of the rapidly transforming agricultureextension education. ICTs therefore enable learning in agricultural communities by sharing data, information, knowledge, skill, innovations and new technologies for development in the future. Nowadays,mobiles and landline phones are playing a significant role and are therefore, utilized on a large scale for the development of agriculture because of their mass reach. As estimated by Telephone Regulatory Authority of India (TRAI) till December 2013, the number of telephone subscribers is 915.19 million (22.77 million fixed landline telephone and 886.30 million wireless including both urban and rural India) and 18.33 million total broad band subscribers while 359.67 million wireless subscribers belonging to rural India use their phones for sharing information. New ICTs are, therefore, emerging as rapidly connecting tools among the rural communities, hence, there is need of collective concerted efforts from both Agricultural scientists and farmers and establishing alternate system of Agriculture Knowledge Center (AKC) for integration of research-extension and producer interaction. The paper discusses how by establishing AKC in rural areas we can effectively use ICTs in enabling learning and providing education to rural communities. The paper also discusses the potentials of advanced ICT tools, relevant information, content, suitable packages and environmental demands to cotton growers, government programmes, services and farm business management. It also outlines significant future role of AKC in agriculture extension, mainly in knowledge and information service delivery process with positive impact on decision making. The concept can help shape technology development on the basis of tangible issues identified.
