With an end-2011 refining capacity of 10.8MM b/d, China is expected to see even more significant capacity boosts through 2015-approximately 4MM b/d all-told as the return of some economic vitality to Chinese markets reinvigorates industry growth. Notably, Sinopec will reschedule expansion of its Shijiazhuang refinery, intended to begin this year, for 2014, and is planning the $4.6B construction of a 240K-b/d refinery at the port of Caofeidian in the country's Hebei province-the new refinery will process Saudi Arabian crude, and is expected to meet rising demand for high-quality fuels in Tianjin and Beijing. Construction on the refinery will begin in 2013 and conclude in 2015, and will entail the installation of a 3.5MM-mt/y (70.3K-b/d) residual fluid catalytic cracker, a 2.6MM-mt/y (52.2K-b/d) hydrocracker, and wharfs accommodating 300K mt (2.2MM bbl) crude oil and 50K mt refined product vessels. An environmental impact assessment for the project has already been submitted and published by the Chinese ministry of Environmental Protection.
