The US Environmental Protection Agency (EPA) has taken a definitive stand against the flexible emissions permit program operated by the Texas Commission on Environmental Quality (TCEQ). The federal agency ruled last week that the Texas permits - which regulate overall emissions released by a plant - violate the Clean Air Act.
