The Department of Commerce on Tuesday found in a preliminary determination that corrosion-resistant (CORE) and certain cold-rolled coils imported into the US from Vietnam were produced using substrate from China, which was effectively circumventing existing US antidumping and countervailing duty orders on the value-added material.
