'Just the Facts' - Implementation of a Fact-Based Work Management System Within a Merchant Utility

The purpose of this article is to explain how a Fact-Based Work Management process was implemented in a Merchant Utility, with the intent of continuous improvement around work identification, work prioritization, and planning and scheduling of work to ensure the proper utilization of internal and external resources. This process, called the System Design Process (SDP), was implemented in order to improve execution of work from a reactive to a proactive approach for executing work. The SDP process that was implemented within Public Service Company of New Mexico (PNM) consists of a seven-step process for planning and scheduling of work involving gas and electric operations and maintenance work, as well as construction activity. The process consists of work identification, work prioritization, planning and scheduling, workload management, work execution, measurement of key process indicators (KPIs), and Variances (continuous improvement). This article provides information on implementation and maintenance of the seven-step process, systems associated with the process, and performance based results identifying how workload has been transitioned from a reactive to a proactive mode resulting in improved productivity of internal resources and a reduction on the reliance of external sources for executing work. "Just the Facts", as Sergeant Joe Friday used to proclaim on Dragnet, a popular television cop series from the 60's. This proclamation also holds true in today's environment through the use of Fact-Based work management systems that are used by various industries today.
