Mexican oil regulator CNH administers more than 100 upstream contracts that could attract up to $161bn in investment,but the government is critical of the private sector’s efforts to raise crude production.CNH commissioner Alma America Porres spoke to Argus about the non-state sector.Edited highlights follow: President Andres Manuel Lopez Obrador’s administration has repeatedly criticised private-sector firms’involvement in Mexico’s upstream.Is this fair? The issue is the way the auctions were designed.The strategy was to assign contracts at the beginning of the value chain,the exploration phase,or at the end,for the fields that require revitalisation.The mature onshore fields awarded have small reserves and very low levels of production.
