Russian state-controlled firms have agreed to upgrade Cuba's 65,000 b/d Cienfuegos refinery and convert some of the island's power stations from running on oil to natural gas, Cuban oil and power industry officials say. Cuban president Miguel Diaz-Canel concluded a deal on the long-delayed projects during a visit to Russia earlier this month. Diaz-Canel expressed concerns over Cuba's chronic oil and electricity shortages when he took office in May.
