Mexico's ruling Morena party aims to roll back the opening of the energy sector by reforming the constitution, although the extent of any possible changes is unclear. President Andres Manuel Lopez Obrador has until now focused on trying to reverse crude output declines and place state-owned Pemex, which carries a heavy debt burden, on a frmer fnancial footing. He had pledged not to touch the reform itself or contracts awarded under it, despite criticising its alleged failure to increase private-sector investment or crude output. But multiple sources tell Argus that the government appears to be targeting a counter-reform, although it frst wants to understand how far it can push its policy objectives under the current legal framework.
