After postponing judgment in May, the Commerce Department on Aug. 8 issued its preliminary countervailing duty ruling on Chinese aluminum foil imports, determining that some producers have been benefiting from state-sponsored subsidies. The Commerce Department issued "preliminary subsidy margins ranging from 16.56 to 80.97 percent of the value of the imported aluminum foil," according to an Aug. 8 press release from the Aluminum Association. The complaint was brought by the Aluminum Association Trade Enforcement Working Group, which is made up of U.S. aluminum foil producers. The group filed antidumping and countervailing duty petitions on March 9, naming more than 230 Chinese companies and identifying 26 alleged subsidy programs. Preliminary determinations in both investigations were pushed back following the petitioners' requests to allow the Commerce Department adequate time to review submissions.
