The Philippine-German Cebu Upland Project (CUP), a rural regional development project run by the GTZ in the south of the Philippine island of Cebu, has been running since 1986. Its purpose is to rehabilitate and stabilise natural resources by supporting self-determination and self-confidence among the rural population, as well as by influencing regional state bodies, with the assistance of the extension services, The ultimate goal is to raise the standard of living, As well as improving sustainable agricultural production, the CUP programme covers creating off-farm sources of income and establishing self-help groups. In setting up a finance and credit system for the largely poor population the project is faced with specific problems.
