South Africa's government has removed almost all investment-approval processes in order to focus on data collection and monitoring via registration and reporting. There is no limit on the level of foreign ownership in companies, except in financial services and the media. Equity ownership (foreign or domestic) of banks exceeding 15% requires the authorisation of the Registrar of Deposit-Taking Institutions, while stakes exceeding 49% require authorisation of the Ministry of Finance. Similarly, foreign or domestic ownership in insurance that exceeds 25% requires the authorisation of the registrar. Foreign ownership in the media is limited to 20%. All businesses with nonresident ownership equal to or greater than 75% are restricted in their local borrowings and debt/equity ratios.
