摘要

This monograph is intended to guide case studies looking at progress and success in efforts to develop and commercialize technologies, including both those that involve a hand-off from government funded research and development (R&D) to the private sector and those that are transferred to government entities for their use in the public sector. There are so many possible scenarios for this to occur that guideposts based on good practice will help the evaluator design a study that investigates and reports important milestones and contextual factors along the development-commercialization-adoption path and the contribution of the program/effort to observed progress and success.
