The US Interior Dept.'s Jan. 4 draft proposal for opening up nearly all offshore waters to oil drilling will mean little if no companies pursue leases. Beyond the likelihood that public opposition will severely whittle down the available leases, very few companies are expected to take on the long-term risks of exploring in areas that do not already have track records of proven success. Nevertheless, Rystad Energy estimates that the opened-up acreage contains 65B boe.
