Rising petroleum product prices have been unpopular, with taxes accounting for up to half of the pump price. Petrol has been selling at 72.23 rupees ($1.13)/L and diesel has been 63.01 rupees (99￠)/L. During the 2016/2017 fiscal year, petroleum companies provided around one third of the government's revenue receipts. The oil ministry would also like to see petroleum products included in the goods and services tax (GST) program, since it would allow companies to claim credits on taxes paid for refinery equipment purchases. Hindustan Petroleum Corp. Ltd. asserts that it loses approximately 1.5B rupees ($24MM)/quarter because it is unable to claim any GST credits. The GST, however, has helped widen the government's fiscal gap, so the loss of oil industry taxes is not appealing to many politicians. The finance ministry is scheduled to reveal the 2018/2019 budget on Feb. 1.
