A representative of U.S. companies pressing for Congress to renew the Generalized System of Preferences (GSP) has made clear that U.S. businesses are willing to accept a renewal bill that does not retroactively refund duties on imports from Russia, but said the other hurdle to passage - how the legislation would be offset - remains unresolved.
