摘要

Approximately three decades ago, James Watson, testifying before Congress on the prospect of human cloning, made this statement: 'This is not a decision for the scientists at all'. It is a decision of the general public - do you want this or not?'1 After the successful cloning of Dolly in 1997, the debate on human embryonic stem cell research has focused on trying to answer one main question: should the government assign federal funds to promote and help finance this relatively new scientific interest? This is an issue that affects society as a whole. If we aspire to conform to Watson's statement, and I think we should, several questions have to be raised: (i) are we taking into consideration the opinion of the general public in this matter? (ii) has the general public been provided with the much needed tools to understand this complex topic and therefore have a conscientious opinion? and (iii) what political, educational, and economic means should we employ to achieve a general, well represented consensus on the different issues derived from the application of this new technology?

(ii)是否已向公众提供了急需的工具来理解这一复杂的主题,因此有良心的看法? (iii)在采用这项新技术所产生的不同问题上,我们应采用何种政治,教育和经济手段达成共识,并获得普遍代表?
