According to the Occupational Safety & Health Administration's (OSHA) Web site, the agency's mission is "to assure the safety and health of America's workers by setting and enforcing standards; providing training, outreach, and education; establishing partnerships; and encouraging continual improvement in workplace safety and health." That's all well and good, but discerning the practical application of that mission can be difficult for shop owners who are short on time and have limited access to resources. That's why North Carolina State University's Industrial Extension Service (IES) decided to get involved. With the specific goal of helping small businesses, IES applied for the Susan Harwood Training grant, distributed by OSHA. Through the grant, OSHA awards up to USD11 million to nonprofit organizations to develop and/or conduct safety training every year. In September 2003 IES was awarded a grant and began what would be a 15-month-long process of developing an online safety and health management systems (SHMS) program for small businesses.
