In recent years, the number of cases of child abuse and neglect brought to child consultation centers in Japan has increased; in 2010, 56,384 such cases were handled. Of these cases, 38.2% involved physical abuse; 32.5% involved neglect; 2.5% involved sexual abuse; and 26.7% involved psychological abuse. The biological mother was the abuser in 60.4% of cases, whereas the biological father was the abuser in approximately 25.1% of cases. (Health & Welfare Statistics Association, 2012).Olds (2008) reported that visits by nurses to high-risk homes, in the partnership of nurses and family, reduced the incidence of child maltreatment. Under 2004 amendments to the Child Abuse Prevention Law and the Child Welfare Law in Japan, the responsibility of municipalities to accept reports and provide child guidance counseling have been clarified so that abuse is detected at an earlier stage, and local residents can receive the support they need.
