Landmark climate change legislation passed the US House of Representatives by a narrow 219-212 margin Jun. 26 after President Barack Obama personally lobbied wavering Democrats.The Waxman-Markey bill seeks to create a US carbon emissions market by 2012. For the first 15 years, 85% of emission credits will be given away in order to give US industry time to adapt to lower-carbon technologies. Critics say this is a big flaw in the bill (JPF May,p6).
