I read with interest the Letter from David Underwood responding to the Letters by Tony Ley and Roy Judge published in the December issue of this journal regarding the recent case of Butler & Young v Bedford Borough Council that dealt with the submission of an Initial Notice. Knight's Guide to Building Control Law and Practice in its February issue has reported on the Legal implications of the case and included some observations attempting to set the outcome in the context of good building control practice. But in the Light of this exchange of correspondence I would like to submit a few additional observations concerning the future administration of building control and the route it should perhaps be taking.
