Collective wage bargaining in the manufacturing sector in the new Federal states has largely been eroded, chiefly due to the excessive wage rises negotiated in the early 1990s. Only 10% of firms are now members of an employers' association that is eligible to take part in the wage rounds. Most of these member firms are bigger companies, which altogether employ 30% of the workforce. This is a much lower share than ten years ago, when three quarters of the industrial workforce were employed in organised firms. Correspondingly few firms pay the negotiated rates; by far the greatest number pay wages not covered by a formal agreement.
