OVER THE PAST YEAR the never-ending US-Canada softwood dispute has continued to march across the headlines, but once again the stories have offered little analysis or context. NDP leader Jack Layton promised that if elected he would retaliate againstthe US by restricting energy exports. Rusty Wood, head of the despised US Coalition for Fair Lumber Imports, visited Vancouver for "discussions." And politicians and logging industry lobbyists across Canada claimed another softwood trade panel victory.
