"Watch out. Calm down." Peter M. Sandman tendered those bits of wisdom during his speech, "Risk = Hazard + Outrage: Coping with Risk Controversies," at the National Mining Association's (NMA) Communications Conference in New Orleans, La., in early November. Half-mooned around tables sipping coffee and munching beignets, nearly 100 of the mining industry's public relations and communications personnel listened to Sandman's suggestions for soothing an outraged public. Sandman offered a formula for managing risk: Risk = Hazard + Outrage, where hazard refers to the analyst's assessment (e.g. death rate), and outrage refers to the public's perception of the risk. Outrage, he said, is as real, measurable, and manageable as hazard and needs to be acknowledged as much as hazard.
