The highlight of the 427th meeting of 1 Council was undoubtedly the unanimous approval of the 2005-2009 strategic plan, the development of which Council authorized in April 2004 (see also "Charting a course for regulatory success," pp. 56-57). The plan, titled Investing in the licence: PEO's agenda for change provides leadership and direction for PEO for the next five years, and replaces PEO's current strategic plan, which Council approved in June 2001. The strategic plan is the culmination of eight months of work by a dedicated team of Councillors, staff and senior management, and involved exhaustive research and analysis by the project team. In researching the project, the team reviewed other regulators' strategic plans, as well as reviewing PEO's 2001 strategic plan to determine which initiatives might still be applicable, performed an environmental scan of the . regulatory regimes of other engineering and nbn-engineering regulators, reviewed trends affecting the practice of engineering, oversaw an independent evaluation of PEO as a regulator, and performed an audit of PEO's available regulatory powers.
