摘要

The success of an environmental policy at European scale requires at least the adoption of a common analytical approach. The measurements must not only conform to criteria of reliability and precision, but they must also be comparable from one European country to another, as also within French territory (which is not the case at present). This is precisely the objective aimed at by the European EAOC-WISE project (European Analytical Quality Control in support of the Water Framework Directive via Water Information System for Europe),for which BRGM is coordinator and which began at the end of 2005. This project is totally in keeping the Water Framework Directive and should contribute to its implementation. Each member state is obliged to install or upgrade their monitoring networks to be operational by the end of 2006. In addition, management plansforthe major hydrographic basins must be ready in 2009 and the measurement programmes begun in 2012. Year 2015 is the deadline for complying with the environmental objectives described in the Directive. All this work must obviously be based on analytical results, hence the crucial role of measurement quality. This is also the reason why the DG Environment of the European Commission specifically requested the DG Research to include this topic in the calls for tender for environmental projects in support of public policy.
