Currently, the discovery and utilization of sensors and sensor observations are significantly hindered by very narrow stovepipes for accessing and tasking "sensors, retrieving and parsing sensor observations, and publishing, subscribing to, and receiving observation-based alerts.The same can be said of models and simulations that generate higher-level knowledge and forecasts from these sensor observations. This lackof interoperabilitybetween sensor Systems is particularly evident when one wishes to utilize sensor resources that exist outside one's traditional discipline or community. Standards-based sensor webs hold the promise of providing interoperability between ail sensor Systems, regardless of the discipline for which the sensors were designed, or which community is responsible for deployment and management of the sensor assets.
